NSW Building Code Floor Levelling Requirements

Floor levelling in NSW must comply with the Building Code of Australia, Australian Standards, and WHS regulations. For builders, architects, and developers, understanding these requirements is essential for compliance, certification, and warranty protection.

Building Code of Australia Requirements

The BCA specifies performance requirements for floors in residential and commercial buildings. Volume One (Class 2 to 9 buildings) and Volume Two (Class 1 and 10 buildings) both require floors to be structurally adequate, durable, and safe. For floor levelling, the relevant requirements are in the Performance Requirements for structural adequacy and moisture resistance.

The BCA does not specify a particular levelling method, but it requires that the finished floor be suitable for its intended use. For floors that will receive vinyl, tile, or timber finishes, this means a flat, stable substrate that will not degrade the floor covering.

Australian Standards for Floor Levelling

These standards specify maximum tolerances for substrate flatness, moisture content, and surface preparation. For most floor coverings, the maximum deviation is 3mm over 2 metres.

WHS and Silica Compliance

NSW Chapter 8A of the WHS Regulation imposes strict controls on silica dust exposure. On-site mixing of cementitious products generates respirable crystalline silica, which is a known carcinogen. The Silica Worker Register (from 1 October 2025) requires all exposed workers to be registered.

Pumped screed eliminates on-site mixing and therefore eliminates silica dust exposure. This is the simplest and most reliable way to comply with WHS requirements for floor levelling work.
